Human Resources Strategy for Researchers (HRS4R)
The Human Resources Strategy for Researchers (HRS4R) emerges with the aim of making the research career more attractive for researchers and intends to give them the same rights and obligations in any European Union Member State, independently of the country they live in. The HRS4R is based in the principles stablished through the European Charter for Researchers, the Code of Conduct for the Recruitment of Researchers and the Open, Transparent and Merit-based Recruitment policy recommended by the European Commission.
In 2005, the European Commission published the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. The Charter contains a number of recommendations relating to the rights and responsibilities of researchers, as well as to those of their employers and/or funders.
The European Commission offers support to research institutions in the development and application of the Charter and the Code through the project “HR Strategy for Researchers”. Institutes that are able to demonstrate that they follow HR policies that seek to conform to the Charter receive the ‘HR Excellence in Research Award’.
The aim of the Charter and Code for Researchers is to ensure that the nature of the relationship between researchers and employers is conducive to successful research performance and to the career development of researchers. This is an evolving process that enables HR follow the principles of the European Charter and Code.
IMDEA Energía signed and sent the Letter to the European Commission of the declaration of commitment to the principles of the “Charter for European Researchers” and the “Code of Conduct for the Recruitment of Researchers” and, as of 2020, it began to work to obtain the Award for Excellence in Human Resources Research.
An internal researcher staff survey at all grades and levels including research support officers – focusing on training and development, knowledge of the charter and code for researchers, working conditions etc. Based on the input a gap analysis was made. Therefore, an action plan has been developed, framing and categorizing existing initiatives properly.

Of the 564 organizations that have received the Excellence in Human Resources Research award, 109 of them are Spanish.
